Chairwoman Kristin Gaspar and Supervisors: Don’t take away our evening budget hearing

Our county budget should reflect San Diego’s values and the future we want to create for future generations. All San Diegans have a democratic right to participate in the budget process and our Board of Supervisors has an obligation to be transparent and accountable to us. The Board has the obligation to support and welcome our participation but instead they are shutting us out.

BACKGROUND

For a short while, the County Board of Supervisors was moving in the right direction. In response to calls from the Invest in San Diego Families coalition, Chairwoman Kristin Gaspar and the County Board of Supervisors  held evening budget hearings in 2016 and 2017. In the past, the Board only held daytime hearings that were attended by a handful of residents who had free time or flexibility to take time away from work, school or caring for children.

Over the past two years, the evening budget hearing was an opportunity for working families, young people, and community groups to participate in our county’s budgeting process. Over 1,300 San Diegans attended one or both of the evening budget hearings. Hundreds of San Diegans testified – sharing their views and aspirations on what San Diego’s families need to thrive. Many of the Supervisors commented on how important it was to hear from more San Diegans about budget priorities. 

This past December, Supervisor Cox asked the board to schedule an evening budget hearing for the 2018 budget process. He got crickets, with no other Supervisor seconding his motion, and essentially quashing the evening budget hearing. 

Supervisors are elected and accountable to us, the people of San Diego County. How do you think they decide how to prioritize our county’s resources when we don’t have a chance to join the conversation? 

Chairwoman Gaspar, Supervisor Jacob, Supervisor Roberts, Supervisor Horn, and Supervisor Cox, San Diegans want an evening budget hearing.

    I urge you to reinstate the evening budget hearing. I work full-time and am therefore unable to attend a daytime hearing. In the name of democracy, I would like to have my voice heard and be involved in decisions about where my tax dollars are spent. I must say, this makes me wonder what the Board, particularly Kristen Gaspar, might be hiding,

    Dear Supervisors Cox, Gaspar, Jacob, Roberts and Horn,

    I applaud your decisions in the past two years to hold evening budget hearings that allow your voting public to respond more fully to proposed county budget allocations. I urge you in the strongest possible terms to continue to schedule evening hearings, not just this year, but every year. Public participation in the budgeting process is a voter’s right. Whether you block or encourage the use of that right is a strong indication of whether you make your constituents’ needs a priority. It is just as much our duty to respond to your style governance in the voting booth. You have made a great start in the past two years. Follow Supervisor Cox’s lead and make public evening budget hearings a tradition.

    Please reinstate evening meeting so public can attend. Having meeting during the day serves your interests not ours.

    Without transparency, there is no trust. Scheduling important decisions to avoid public input and oversight is a signal that we need to replace those who are supposed to be representing out interests. With San Diego’s abysmal history of fiscal irresponsibility, you need to be as transparent as possible and to get the public’s input in the best manner you can. Please schedule budget hearings in the evenings.
